ORCA LIFT provides reduced fare pricing on some transit agencies for eligible riders. It’s designed to make sure everyone in the Puget Sound region has access to safe and reliable transportation. With an ORCA LIFT card, you can save 50% or more on transit fares, making it simple to travel to work, school, or anywhere you need to go.

  1. Introduction and Eligibility

    We’ll explain the program and ask a few questions to check if you’re eligible (must be aged 19-64).

    Answer some questions about how you'd prefer to be contacted.

  3. Demographic Questions

    These questions do not affect your eligibility.

  4. 3 Ways to Qualify

    Qualify by benefits program

    • If you're enrolled in Apple Health / Medicaid, basic food (EBT), you qualify for ORCA LIFT.
    • If you’re enrolled in Temporary Assistance for Needy Families (TANF) / State Family Assistance (SFA), Refugee Cash Assistance (RCA), Aged, Blind, or Disabled Cash Assistance (ABD), Pregnant Women Assistance (PWA), Supplemental Security Income (SSI), Housing & Essential Needs (HEN), you qualify for the subsidized annual pass.

    Qualify by student aid

    • If you're a college student who receives the Washington State Opportunity Grant, you qualify for ORCA LIFT.

    Qualify by income

    • If your household income is less than double the federal poverty level, you qualify for ORCA LIFT.

    • A copy (.jpg, .png, .pdf, .docx) of your financial aid statement or award letter showing the Washington State Opportunity Grant
    • A copy (.jpg, .png, .pdf, .heic) of your Photo ID*

    Qualify by household income

    What you'll need:

    • Documentation of your income. This can be (Don't have any of these? Request your employment records from the Washington State Employment Security Department):
      • Pay stubs (last 30 days)
      • Most recent tax return (self-employed applicants only)
      • Unemployment award letter
      • Labor & Industries award letter
      • SSI/Retirement award letter
    • Documentation of your household size. This can be:
      • Lease Agreement
      • Most recent tax return
      • School Records
      • Photo IDs of household members
      • ProviderOne cards of household members
    • A copy of your photo ID*
       

    All documents should be in electronic format (.jpg, .png, .pdf, .docx) so you can attach them to your online application.
     

    *Approved ORCA LIFT agents, completing the form on behalf of a client, may verify photo ID in person instead of uploading a copy.
